Application Process & Requirements

Since this pathway involves purchasing real estate, processing times may vary depending on the property chosen.
Please note that real estate cannot be resold for 5 years from the date of purchase unless you reinvest in another officially approved property in Antigua and Barbuda.

To begin the citizenship process:

1. MORA Realty will represent you throughout the entire process, starting with signing a binding purchase agreement with the developer of an approved project. The citizenship application is contingent upon the approval of this agreement and MORA Realty will ensure that all legal and procedural steps are handled smoothly and efficiently on your behalf.
2. Submit your application to the Citizenship by Investment Unit (CIU), paying the due diligence fees and 10% of the government processing fees upfront.
3. Upon approval, the remaining balance of the processing fees and the amounts due to the developer will need to be paid to complete the property registration.

Once all documentation is processed:

– A Certificate of Citizenship will be issued for the applicant and their family members.
– This certificate, along with any supporting documentation, must be submitted to the passport office for processing.

Oath of Allegiance and Passport Collection

Upon receiving your certificate, your authorized agent will guide you on available options to collect your passport and take the oath of allegiance:
1. Visit Antigua and Barbuda to collect your passport and take the oath or affirmation of allegiance.
2. Alternatively, you can visit an Embassy, High Commission, or Consular Office of Antigua and Barbuda.

National Development Fund (NDF) Overview

The National Development Fund (NDF) is a non-profit fund established under section 42(2) of the Finance Administration Act 2006. It is subject to parliamentary oversight with detailed reports presented every six months, ensuring transparency and accountability. The fund is audited by an internationally recognized accounting firm and supports government projects, public-private partnerships, and approved charitable investments 

Citizenship by Investment – NDF Option

To obtain citizenship through the NDF, a one-time contribution of US$230,000 is required.
This option covers the primary applicant, spouse, dependent children, and dependent parents over 55 years of age, without requiring additional NDF contributions. However, government and due diligence fees apply per individual.

Application Process

1. Submit Application: Applications are available through an authorized agent licensed by the Citizenship by Investment Unit (CIU). Upon submission, full due diligence fees and 10% of the government processing fee are payable.
2. Approval and Final Payment: Upon approval, the remaining government processing fees, passport fees, and the NDF contribution must be paid within 30 days, directly to the Government Special Fund.
3. Receive Citizenship: A Certificate of Citizenship will be issued for the applicant and family members. The authorized agent will submit this certificate and the passport application on your behalf, after which the passports and citizenship documents will be forwarded to you.
4. Oath of Allegiance: The oath or affirmation of allegiance can be taken during the applicant’s first visit to Antigua and Barbuda or at an Embassy, High Commission, or Consular Office of Antigua and Barbuda.

Citizenship by Investment: University of the West Indies Fund (UWI) Option

The University of the West Indies Fund (UWI) option is designed to finance UWI’s fourth landed campus, offering a unique pathway for families applying to the Citizenship by Investment Programme.
Applicants who select this option are required to make an investment of US$260,000 for a family of six (6) or more, with a minimum of six persons per application.
As a participant in this option, one family member will be entitled to a one-year, tuition only scholarship at the University of the West Indies.

Application Process:

Upon submitting your application, you will be required to pay the full due diligence fees. Once your application is approved, you will be asked to pay the passport fees and the contribution amount. All fees are paid directly to the Unit, and your contribution must be made to the Government Special Fund within 30 days.
Once the contribution is received, a Certificate of Citizenship will be issued for the primary applicant and their family members.
This certificate, along with your passport application and supporting documentation, will be submitted to the Passport Office for processing.
Upon completion, your authorized agent/representative will forward your passports and Citizenship Certificate to you.

Citizenship by Investment through Business Investment

The Citizenship by Investment Unit (CIU) works closely with the Cabinet to approve businesses, whether existing or proposed, as part of the Citizenship by Investment Programme. This provides a unique opportunity for investors to gain citizenship while contributing to Antigua and Barbuda's economic growth.

Business Investment Options:

1. Single Investment:
A principal applicant can make a direct investment of at least US$1,500,000 into an
approved business.

2. Joint Investment:
A minimum of two individuals can make a joint investment of at least US$5,000,000 in an approved business. Each investor must contribute at least US$400,000. Applications for citizenship can be submitted by an authorized agent on behalf of the applicants.

Application Process:

Once the business investment has been approved by the CIU, the citizenship application can proceed. The process is similar to the National Development Fund (NDF) option:
1. Submit your application along with the due diligence fees and 10% of the government processing fees.
2. Upon receiving a letter of approval, pay the remaining processing fees and your business investment amount within 30 days. Any escrow agreement for the investment will be negotiated between the parties, but the transfer of funds must be completed within the 30-day period.

Final Steps

Once the application is approved, a Certificate of Citizenship will be issued for the primary applicant and their family members. This certificate, along with any necessary documentation, will be submitted to the passport office.
